WHO WE ARE?

The Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA) is an intergovernmental organization that coordinates regional efforts to protect the marine and coastal environments. It prepares regional protocols and strategies to preserve marine resources and mitigate all types of pollution sources. The organization’s legal foundation is based on the 1982 Jeddah Convention, and it was officially established in Cairo in September 1995 through the “Cairo Declaration.” PERSGA’s permanent headquarters is located in Jeddah, Saudi Arabia, with a Regional Emergency Mutual Aid Center for Marine Emergencies (EMARSGA) hosted by Egypt in Hurghada. The organization includes member states bordering the Red Sea and Gulf of Aden, namely: the Kingdom of Saudi Arabia, the Arab Republic of Egypt, the Republic of Sudan, the Hashemite Kingdom of Jordan, the Republic of Djibouti, the Republic of Yemen, and the Federal Republic of Somalia.

What We Do

1. Coordinating and Supporting Implementation of Jeddah Conventio

  • Supporting and coordinating regional efforts to conserve the marine environment.
  • Preparing plans, developing policies, and drafting protocols for regional cooperation.
  • Collecting national laws and regulations, as well as any other legislations related to the conservation of the marine environment in all member states, preserving them, and distributing them.
  • Develop and maintain common environmental objectives and actions for the conservation of marine natural resources in the Red Sea and Gulf of Aden.
  • Provide technical assistances for member State.

2. Capacity Building

  • Building regional capacities through implementing advanced regional and national training courses in the field of marine environment protection.

3. Monitoring

  • Monitoring the current environmental status and preparing periodic reports to national focal points.
  • Identifying potential sources of pollution and coordinating regional protection efforts.

4. Awareness and Outreach

  • Raising environmental awareness and promoting community participation in the field of environmental protection.

5. Implementing Regional Projects and Initiatives

  • PERSGA enjoys the trust of international organizations and relevant entities and has been implementing joint regional projects and activities since its establishment in 1995.

General Objective

Conservation” of the marine environment of the Red Sea and Gulf of Aden: Rational use by man of living and non-living marine and coastal resources in a manner ensuring optimum benefit for the present generation while maintaining the potential of that environment to satisfy the needs and aspirations of future generations. Such a definition of the term “conservation” should be construed as including conservation protection, maintenance, sustainable and renewable utilization, and enhancement of the environment.

Jeddah Convention

In 1982 the Program was underpinned by a strong legal framework in the form of the Jeddah Convention, formally titled “Regional Convention for the Conservation of the Red Sea and Gulf of Aden Environment”. The Jeddah Convention expresses in clear terms the commitment and the political will of the governments of the region to tackle the marine and coastal environments of the Red Sea and Gulf Aden through joint coordinated activities
